Tram bosses rack up £100,000 for their travel and food costs

TRAM bosses spent nearly £100,000 in under two years on foreign travel and wining and dining clients.
Figures released to the Evening News show that board members and senior management at the council's tram firm TIE spent £43,000 on flights, £20,000 on hotels and a further £30,000 on food, travel and other costs.

The figures – which come a month after it was found that TIE paid £1 million in bonuses to March 2008 – have today been criticised for being totally unnecessary.

The tram company said its top executives needed to travel to cities such as Berlin and Dublin for fact-finding missions, as well as to meet contractors Bilfinger Berger and tram builder CAF in Cologne and Bilbao. None of the trips were done on first-class tickets, the tram firm said.

Among bills paid by the taxpayer was the £4,500 that former tram chief Willie Gallagher spent on "dinners and entertaining".

Colin McLauchlan, TIE's HR and corporate affairs director, was the most frequent flyer, racking up almost £6,000 in air fares.

TIE said not all the expenses were claimed back from the public purse, and that some of the foreign trips had been booked centrally by directors for members of staff in their department. Some of the foreign excursions included press trips, which members of the Evening News also attended.

The figures, which relate to the period between April 2007 and January 2009, include a breakdown of costs incurred by project director Steven Bell, programme director Susan Clark, finance director Stewart McGarrity and Messrs Gallagher and McLauchlan.

Figures were also included for board members Brian Cox, Neil Scales, Kenneth Hogg and Peter Strachan.

Deputy council leader Steve Cardownie said: "I still have no confidence that the project will come in on budget.

"With that in mind, this seems like totally unnecessary expenditure that the tram scheme could well do without. They should cut out this kind of activity unless it is absolutely necessary. I don't see why this kind of expenditure needs to be incurred."

A spokesman for the tram project said: "During the period for which the figures relate, TIE was going through the tram procurement phase, which meant visits were required to all four companies bidding for the tram project as well as for both companies involved in the InfrCo consortium, with final negotiations taking place between Edinburgh and Germany.

"The Edinburgh Tram Project is being built by a multinational consortium which requires an element of overseas travel for a number of TIE staff in order to satisfy the tendering process. Two of our largest suppliers are based in Germany and Spain, it would be foolish to have procured services through any supplier without first having had in-depth discussions as well as inspecting the products in person.

"As you would expect for a project of this size and complexity, it is also important that where possible we visit and learn from other European cities' experiences of developing, building and running modern tram systems.

"The costs incurred in working closely with the consortium and benchmarking Edinburgh against other tram cities can only benefit the project."

Councillor Gordon Mackenzie, the council's transport convener, said the expenses incurred were justified because of the international scope of the project, but said he expected the level of expenditure to "significantly reduce" in coming months.

Yes, since when does a customer pick up the tab for vendor site visits, meals and entertainment? That is the suppliers job in every industry I worked in. There should be a mechanism for recovering the money from those responsible at TIE.

I've not had any of this largesse spread in my direction and anyway, it'd take more than an offer of a free dinner to persuade me to spend 3/4 of an hour on the tram to the airport depot (plus the time taken getting to the tram stop and from the depot to the terminal), rather than just using 15 minutes worth of taxi.....

5: The responsibility for the mad tram project lies clearly with those parties who voted for it: Lib-dem, Labour, Greens and Tories.

Labour remain deluded. Prior to the Euro elections they were telling people that trams will serve all of Edinburgh by 2012 - Portobello, Oxgangs, Silverknowes, Liberton etc, they can't even lay tram rails never mind a tram system. Gives you an idea of what's running this city so hardly surprising when expenses go over the top! The Tories though remain the supreme enigma - they were the party that scrapped Edinburgh's tram system in the 1950's sending millions of pounds of civic assets to the scrapheap.

But of course they can control what's going on. If they're concerned in any way its a simple matter to send for the Chief Exec and whisper a few choice words in his ear. More like the situation is the Council have bitten off much more than they can chew, and the project is spiralling out of control. The Council are of course the custodians of the shareholding - the ultimate owners are the citizens of Edinburgh. And to take the argument further the citizens did put these councillors in power last year.......!

Expenses, trips and hotels are all part of a large projects costs but what astounds me is how they could have gone on such study trips and come up with a system and design which is so unsuited to Edinburgh. I've never opposed trams as a method of transport but the sytem, route and design for our City defies understanding.

It's sheer stupidity of forcing a ridiculous project like the trams on Edinburgh that almost everyone is against.

I'm not opposed to trams as a method of transport either, but this project has to be one of the most harebrained and completely unnecessary transport projects this country is ever likely to see.

A solution to this mess is still available - and that is to SCRAP the entire tram scheme with immediate effect.

It almost makes me think that the "scheme" had been decided years ago to the "plan" conceived at City Development by one, bearded tramorak, eh Barry? All that was then needed was to convince politicians at City Chambers (hardly the home of intellectual giants) and then Holyrood, where the Tories voted for to meet a political fight agenda and they also "won" over the likes of Margo MacDonald. Her approach was perfectly illustrated last week when she said she didn't know how to vote on sustainable energy because she didn't know enough about it but she was enough of a transport expert to foist an unsuitable scheme on Edinburgh to the detriment of the rest of Scotland. Aye, Holyrood, the perfect Numptorium.

There must be more than a few people at TIE who are having a b****y good laugh at our expense. "Join TIE and see the world."

This is a company whose staff is paid considerably above tne industry average on the basis of their "superior knowledge" and yet, over the years, they have employed more external consultants than I can remember. Given that the Council has, at all stages, had a tram team of its own, what exactly does TIE do to justify its existence?

TIE staff have enjoyed many fact finding expeditions over the years and I can only imagine, judging by the complete shambles of the project at this stage, that they were too busy enjoying themselves to glean many useful facts at all.

Given their "superior knowledge", quite why they need fact finding trips is beyond me - particularly at this stage of the project. Can't Bilfingers, et al, answer their questions for them?

Who knows, perhaps one day TIE will learn how to use a calculator and calendar but, no doubt, that would require a fact finding expedition to somewhere picturesque!

The original £40m estimate for the parliament building was a guestimate figure thrown in before they had even chosen an architect, design or location.

Since they had no clue what or where they were building when this figure was produced you can hardly say it went 10 times over budget.

#94 Julian - for once I would partly agree with you - they had no clue - never had, still haven't. #5 reckons we accept the parliament building as a beautiful iconic masterpiece but many of us have long memories. They should have just sorted out a deal for permanent residency on the mound vacating it for the annual church assembly but that wouldn't do for the vanity of our politicians. Same applies to the tram project. Simply use the former railway routes, most of which still exist - minimal land purchase and easier to build with only the loss of (often dangerous) walkways to lament. But no ... not good enough for them !! Equally culpable are those who made the decision to build the new canopy at the forth road bridge when 3 of the 4 major parties were commited to ending tolls. 7 million wasted and nobody prosecuted or even sacked.

"The Judge" consistently blames SNP/Lib Dem for this fiasco but Labour started it, the others backed it and the SNP let the side down by not sticking to their manifesto pledge to scrap it. Fact is, NONE of the major parties are electable in Edinburgh now - There are no peoples representatives at any level of government, only people who are career politicians with no other prospect of a job - who the F*** would employ them. get them all out and get some sensible independents to run the city before there's no city to run !!

For the many posts I have read on this subject, Sarah B is the only person putting a well researched reasoned argument and I note she has never been contradicted. Indeed I rarely remember any of the Pro-Tram brigade/TIE employees even attempt to put up an argument against her. It's clear that the business case is fatally flawed, even the laymen can see that, yet the madness continues. I would love to see Sarah argue the business case face to face with its authors - they surely would be unable to justify the continuation of this project particularly with the collapse of the Waterfront / Lower Granton project. They will however only give up when the city is bankrupt. The major parties will NEVER allow the people a say via referendum again after two humiliating defeats out of two. So what sort of a democracy is this ???

The parliament was expensive but you can't deny it is iconic. The point I was trying to make is stop bleating on that it went 10 times over budget because it didn't. It went 10 times over some figure plucked out the air when we had no idea what the plan was.

I agree with you on using existing railway lines although I suspect some would not have been suitable. The tummel from Waverley to Scotland Street ending at Newhaven was surely a possiblity.

But I probably diverge from your view when I say that they should have spent more and done it properly...underground from Haymarket to Leith and overground the rest of the way.

As for Sarah B I think we all agree she is knowledgeable on the subject. But a lot of the benefits of trams are subjective depending on your point of view..it can't all come down to revenues versus returns. On the point of the stalled develepmonts that you and she keep bringing up, this is only a temporary blip. In the likely 100+ lifespan of the trams it will be seen as a minor initial setback in revenues.

Their have been huge costs visiting cities abroad where they have always had trams and modernised them over decades, whioch is a situation that has no relevence to Edinburgh.

Here they are imposing trams on a now devloped road network, entirely different results will come about, congestion for road traffic being the main one.

Sheffield is just down the road relatively, they could have gone there and seen a trram system that cost hundreds of millions and had to be sold to Staghewcoach for a nominal one million when the hyped passenger numbers failed to materialise.

1) Dublin's luas tram didn't exist in 2000.
2) The luas trams now run on a road network through a georgian town centre.

When I visited Dublin in 2000 there were no trams in St Stephens Green. So I guess "always had trams and modernised them over decades" is 4 years? (I think the trams opened in 2004).

Oh and I guess I better not call it a tram "network" because it is in fact two tram lines that don't connect. But hey, that probably makes it even more appropriate to visit Dublin, no.

The initiated are right, the parliament building is iconic and a fabulous design, a one-off that Scotland should be proud of. Out of innumerable features which you should experience on the official tour one of the most striking is the way the modernity has been tied in with its surroundings - stand at Holyrood for example looking straight ahead at Arthur's Seat with the main entrance and its canopy on the right of picture and follow the profile of the ridge and compare it with the building's profile. Just try! There are so many connections. A school kid today pointed out that the bike racks at the front, although odd shapes, when viewed from certain angles actually look like bicycles. Imagination begets imagination.
