Tram chief in line to share £3m pot of gold

STAFF at the council-owned tram company TIE are in line to share a £3 million pot of bonuses if they keep the controversial project on time and in budget.
The Evening News has discovered the firm's 13 top executives are all eligible for a bonus of up to 50 per cent of their salaries, with a total pot of around £500,000 a year up for grabs.

But it is understood that the recent failure of The Mound traffic diversions will severely dent a number of TIE officials' chances of achieving their bonuses this year.

The rest of TIE's 71 staff are in line for a 25 per cent bonus, which will see them share around £600,000 a year if the project stays on schedule until 2011.

Last year the Evening News revealed that tram chief executive Willie Gallagher's basic salary had almost doubled in a year to £170,000.

He will also earn up to £340,000 in bonuses by 2011 if the project is completed on time.

The city's finance leader today said any bonuses paid will reflect the performance and work done by TIE officials over the course of the £512m project.

But deputy council leader Steve Cardownie, who leads the city's SNP group, questioned the amount on offer.

He said: "It sounds like nice work if you can get it.

"I think a lot of people will look at this and see that these people are already on nice salaries and the bonuses are for effectively doing their job.

"I would be interested to know if they get money taken off their salaries when there are mistakes, like the gridlocked city centre we had on October 1.

"We really do hope this project is being managed responsibly and will take no pleasure in this project coming in over budget. Bonuses will be a part of that."

TIE's remuneration committee is made up of chief executive Mr Gallagher – who is exempt from presiding over decisions affecting his own wage – two city councillors and two non-council representatives.

Figures released by TIE show that the board approved bonus payments to executives of between 58 per cent and 87.5 per cent of the 50 per cent bonus on offer between January 2007 and March this year.

Finance leader Gordon Mackenzie said: "Any bonuses paid will reflect the performance and work done over that time.

"Obviously, there will be further reviews, which will assess current and future performance against the dates or other milestones set in the contract."

Documents released to the News last year showed Mr Gallagher was hired by TIE on a salary of £100,000 in June 2006, with an annual bonus opportunity of up to 30 per cent.

But his new contract – approved by the TIE board in August 2007 – is worth £170,000 a year, with a bonus scheme of up to 50 per cent of his salary.

TIE declined to comment when contacted by the Evening News, adding it was more appropriate for the city council to comment on the issue.

WHEN SORRY IS NOT THE HARDEST WORD
FINANCE Secretary John Swinney apologised to delegates at the SNP conference for having to use government cash to pay for Edinburgh's trams.

Reporting on the past year's activities, he listed many of the major capital projects the Scottish Government is funding, including a new hospital for Glasgow and flood alleviation in Moray.

He said the government was using "all of the capital resources we have at our disposal to invest in the fabric of Scotland and to provide vital opportunities for our construction sector".

Then he said: "There is one exception, though. Normally government ministers don't apologise for anything and certainly not for major capital infrastructure. But let me apologise for this one. I didn't approve of it, but I'm having to pay for it – the Edinburgh trams."

And he added sarcastically: "What a triumph for the opposition!"

The SNP opposed the trams scheme but was forced to find £500 million towards it when MSPs voted in favour. Mr Swinney has repeatedly warned the council there will be "not a penny more", even if the project exceeds its budget.

This is the equivalent of paying bankers bonuses for making money in a single year.

Tram employees should be paid a bonus when the benefits, as stated in the business case, are actually achieved. Not when the tram construction is completed, otherwise there is no incentive for the system to make money and to actually attract passengers.

Getting the tram line in place is just the start, the true test is whether or not it will generate the predicted revenue and not be a drag on Edinburgh taxpayers.

The bonuses payable are not solely dependent on the completion of the tram line on time and on budget, but according to a series of performance-related criteria. (For more info. go to http://leithtraders.com)

When a bonus is awarded 60% is payable at the end of the qualifying period, with 40% being 'banked' until first quarter of 2011/2012.

TIE operate in a non competitive, guaranteed revenue stream, salary/pension protected, unpressurised environemnt.

They should not be paid bonuses for doing their job. Nor do I want anybody from TIE say they are facing a series of challenges. You're not. You face a series of tasks.

Challenges are what commercial firms endure.
But what would you know about that?

What makes me really angry about this is that TIE's money is public money, which could - if the political will was there - be used to fund far more worthy public sector expenditure than paying bonuses to people like Mr Gallagher, who already have excessively large salaries for doing nothing very much rather badly.

The project was initially supposed to be delivered in late 2010 now I see the finish is early 2011!!!

I also note that the work on Leith Walk was supposed to be completed in June 2008 and is still not complete.

This will result in a large increase on the final price and insure that there are no other lines built!

Will this impact on Mr Gallagher's bonus or is he already getting his spin doctors to rewrite the facts on completion and final price?

Is this why TIE are running rough shod over the citizens of Edinburgh?

Surface trams are a waste of time they only carry 2,500 people an hour and they will be completely full from the airport each morning. The people of Edinburgh who are paying for the trams are not going to be able to use them.

Mr Gallagher should not plan to buy anything large with his bonus, it will not be there or will our Lib Dem administration pay them in any case?

In order to meet their completion bonuses TIE has radically changed the construction programme. Remember there were to be no road closures (not even Shandwick Place) and no more than seven sets of roadworks at any one time across the whole route? Why are they not being held to account for this?

It is surely time for the Government to step in and suspend all works pending a formal review of the project rather than continuing to throw more good taxpayers money after bad.

One other question - given that one of the reasons cited for cancelling the EARL scheme was poor project management at TIE, how did Wil-lie Gallagher qualify for a 70%+ payrise last year when 1) the number of projects TIE is responsible for halved and 2) the mob he is responsible for were cited as failing? He should have been sacked.

What you need to do is try to be impartial and then you will see that the majority don't want it.

Of course the tram system being built will cause disruption, but it'll only be temporary then you'll have a great tram system to scoot about on.

Lets correct a few typos..

it is a TRAM LINE, it is causing MAJOR DISRUPTION and CONGESTION IN Edinburgh.

"but it'll only be temporary" .. how do we know this ... please remember that on many parts of the route..

Whats left of the bus service will be sharing lanes with cars and cycles...

So we could end up seeing bus journeys for the majority of public transport users taking longer than before this project started.

Bonuses, yip I've declined my million pound bonus this year!!!

We are back to the majority who want something will not write in. So when is the BNP taking over? The fact the tram line is being built proves nothing. The council used the same “certainty” of what the people want about the congestions charge. That certainty spectacularly backfired on them. That is why we have not been given a vote on this tram line.
This is not about being gracious in defeat. This tram line was forced on us. I for one will not sit back and let lies be told about how we wanted it when clearly we did not. As I have said your minority got their way and the majority will pay for it for many years to come.

And the reason why there haven't been any surveys about the trams which would show that a majority of Edinburgh citizens are against them is that turkeys don't vote for Christmas - who'd pay the survey costs? The Cooncil? TIE?

So let me get this straight
The only people that wanted the trams were the Libdems and Labour
The Libdems and Labour forced a vote on the Scottish Government forcing them to pay TIE tax payers money to fund the trams that most people dont want.
Now TIE are awarding themselves bonuses out of the tax payers money for work 'efficiancies' they should be doing anyway!
So they pay themselves these bonuses out of the tax payers money, which they know they will not get any more.
So either they are taking the p*ss! or they have managed to also save the equivelant on the budget, but surely any money they save should be ploughed into the project or given back to the taxpayer?

The gravy tram - you just couldnt make it up!

Gordon Broon is now talking about spending his way out of the recession he helped to create by starting more public projects.

Expect to see Edinburgh's tram scheme used as a template and the principal perpetraitors rewarded with OBEs, knighthoods and lordships.

After Tory Bliar left, I didn't think public life could get any more corrupt, but enobling the EU kommissar for pigmeat pastries proved me wrong.

Once again, wind is broken in the face of Edinburgh citizens when it comes to the ludicrous tram LINE.

The tram fiasco has another twist every day; today it is the lamentable Willie Gallagher and the riduculous sums of money he can potentially earn in bonuses; bonuses from TAXPAYERS MONEY.

This man is causing severe damage to Scotland's capital city with his shambolic handling of this unnecessary tram project.

He deserves not one penny of bonus, in fact he should resign immediately and then be charged with criminal damage and negligence for the chaos he has poured on the good people of Edinburgh.

This tram is one of the most wasteful and useless projects ever to be carried out in the British Isles and will turn out to be a national embarrassment for Scotland as a whole, not only in the next few years but for decades to come.

It is still not too late to cancel this money-gulping scheme before much of Edinburgh is ruined forever.

That doesn't make it right to take the grin-and-bear it, "oh well" defeatist acceptance approach. Properly-costed and well-run projects do not have to go over budget. A couple of recent examples: the Oresund bridge-tunnel and the Millau Viaduct.

Must be a Political thing this 'playing about' with other folk's money!!! So ‘easy peazy’ to do.

Bonuses - bonuses- bonuses!! - and what Bonuses!! - and the work has hardly got under way!

So what’s going on? Makes one wonder what ‘nutters’- as they must be, are running the shop!

If someone is able / likely to make a 50% increase to their salary (and quite a good one for an ' alleged' cash strapped Council!) it makes one think - what is the amount of work they were expected to do for their basic salary? Simply turn up to see if they can help out - and everything beyond is 'bonus allocated!!'

No wonder Political local bureaucratic finance is in such a hell of a mess, it certainly gives the impression - very easily, that nobody knows what's going on, or even cares - ever!!

If the people ‘employed’(?) are not capable of / or don’t want to be doing the work required for the pay they receive for the job they signed up for - then they are in the wrong job - and those who selected them certainly need their ‘Selectability qualifications’ investigated - most urgently, especially considering the current and anticipated forthcoming ‘cash crisis’ looming at us - or did they forget?

Yes, but those projects were not British funded or built. Can you name any major British public works that have been well run and delivered on time and to budget? There probably are some exceptions that prove the rule, but for every one of those there are lots of opposite examples. IT projects are a particular area of disgrace.

If Broon ever forces through that stupid ID card scheme, the Home Office will lose our personal data ASAP. We may as well leave our front doors open for criminals to help themselves.
