THE Scottish Government today pledged to deliver the new Forth road bridge on time and on budget as it revealed its programme of legislation for the coming year.
A bill paving the way for the new bridge – priced at between £1.8 billion and £2.2bn and due for completion by 2016 – was among the package of 13 proposed laws unveiled by First Minister Alex Salmond in the Scottish Parliament.

Other bills will include proposals to tackle alcohol misuse, and the right-to-buy for all new social housing, and set the framework for a referendum on independence.

A spokesman for Mr Salmond said the Forth Replacement Crossing Bill underlined its commitment to building the new bridge on time and on budget.

However, it is a largely technical piece of legislation and will not address the controversial issue of how the bridge is to be funded.

Mr Salmond told MSPs: "The Forth Crossing Bill will enable us to deliver a once-in-a-generation infrastructure project that is crucial to our economic future."

The Alcohol Bill, which will propose a system of minimum pricing for drinks, is likely to be one of the most controversial pieces of legislation in the package.

The Referendum Bill to allow a vote on independence is almost certain to be blocked by the opposition parties.

The First Minister said economic recovery was at heart of the legislative plans.

He said: "We are determined to support jobs and communities across Scotland in these tough economic times, building on our strong record of delivering for the people of Scotland."

He claimed a £500m cut in the Scottish Budget by the UK government next year would make circumstances "more trying" but added: "None of this diminishes our determination or ambition."

He continued: "Our plans will see us make sure opportunity is shared throughout society and in all corners of our nation so that no one, and no part of the country, is left behind.

"Social housing provides a secure and sustainable alternative to home ownership for 600,000 households in Scotland. Our Housing Bill will safeguard that housing for future generations by ending the right-to-buy for all new-supply social housing.

"Alcohol misuse costs Scotland £2.25bn a year in extra services and lost productivity – nearly one-tenth of Scotland's annual budget. A Bill to tackle alcohol misuse will introduce innovative measures, with a minimum pricing policy at its cornerstone."

Other measures will propose reform of children's hearings, help for people facing repossession and legally enforceable rights for patients.

Mr Salmond insisted the SNP's aim of independence for Scotland had "never been more urgent or relevant".

He said: "We have trust in the people of Scotland's desire for a more modern partnership with the other nations on these isles. We believe in giving the people that choice in a referendum."

You can butt about being indecisive about it, if the general consensus was for a tunnel, then I'd be all for it, but the tunnel merchants might be at it, I'd prefer that any camapign focussed on the way that westminster treat Scotland and her infrastructure as an afterthought, when building play areas like Wembley or the London Olympics is no bother.

Hmm ...,

03/09/2009 12:13:46
... I can't help wondering why, when we are finding it difficult to allocate sufficient funds to build this essential road crossing, we are persisting in providing for it to include a TRAM crossing.

How much cheaper would it be without the tram?

Particularly when (1) we are having so much difficulty in laying lines along Princes Street and (2) the trams are to be mainline railway gauge so could run on the underused Forth Rail Bridge if we ever found that we absolutely had to have an Intercity tram running across the Forth.

This daft tram idea was dreamt up by daft Labour Councillors purely as a way to reduce the amount of road space available for traffic, nothing more - unless they really believe that there is some as yet undeclared practical purpose to the trams - hugely expensive to construct, ill-designed as a route, no cleaner than general traffic in CO2 emissions and much more expensive than an equivalent bus service to operate.

And, it seems, unable to work alongside buses. Otherwise, why not have buses running along Princes Street instead of diverting them on to George Street, which cannot support the weight of the buses currently using it.

We don't need this bridge. This is another ego trip(just like the Megrahi release) by Shrek (aka Salmond) and the mickey mouse Scottish Government.
Find ways to reduce traffic on Scotland roads and spend the money investing in a sustainanble public transport system as many other European countries have had for decades. Never mind, the baw heid will build the bridge anyway in my name as he thinks he represents me as a Scottish person. Salmond - I don't recognise you or your poxy toothless parliament and stop making it out as though you are the voice of the common Scot because you are not. Hurrurmph!

"The First Minister said economic recovery was at heart of the legislative plans" - so lets waste £2.2b on a bridge....

"We are determined to support jobs and communities across Scotland in these tough economic times, building on our strong record of delivering for the people of Scotland" - eh ? What record is that then ?

He claimed a £500m cut in the Scottish Budget by the UK government next year would make circumstances "more trying" but added: "None of this diminishes our determination or ambition." - aye, your ambition to have your name on a plaque stuck up on the bridge.

Roll on the next election, Alex.

A second road bridge would be an idiotic waste of money, a relic from the worst delusions of the fifties. Still, no harm in passing useless acts of parliament, I suppose - I doubt it'll happen. Bring back the ferry!

We don't need a tunnel or another bridge. Simply fit flotation bags to the trams and they can whizz across in no time.

A tunnell and a couple of hovercraft services between Fife and Embra is the answer.
Bridges are all about Kudos and nothing todo with practicalities.

There's no need for an additional bridge - the existing bridge will do OK and its repair is already underway.

Let's spend the at least £2300 million on things we really need.

As we already have two bridges, surely it would make sense to build a tunnel. Yes, an accident could close it, but that happens to bridges, too. And a tunnel would remain open when the Road Bridge is closed by high winds.

I don't know, tunnels are cool as well, it is just that some people forget that it is about getting some means of travelling from the south of Scotland's east coast to the north of Scotland rather than mincing on about tunnel over bridge when the kakky opposition parties have got away with doing nothing at all for Scotland during since a bridge became the issue.

The narrowest bit of The Forth is at the rail bridge.

Has any consideration ever been given to building a causeway/tidal barrage with a road on top under the bridge by filling in the gaps between the bridge piers.

It would of course have to allow for the passage of ships - this could be achieved by building a lock in the main navigation channel with the causeway being duplicated round either end of the lock to allow continuous traffic movement.

With a bit of luck the electricity generated by the barrage might pay for the maintenance or even pay off the construction cost as well.
34

Masterpiece,

03/09/2009 17:52:28
Why are we having yet another bridge here which will be subsidised by the tax payers when main roads in the North of Scotland are single track.

Yet another time when those near the capital are being subsidised by the rest of Scotland. It would not be so bad if their were no other means of transportation; but to cut out 15 minutes at the rush hour to Edinburgh is just not on.

Subsidy, subsidy and more subsidy by the rest of Scotland. Why?

--So that ill be why the SNP has ditiched its pledge in its manifesto to scrap the trams in Edinburgh (co-incidentally at a cost to the Scottish Government of £500m) or failed to live up to its manifesto pledge of dualling the A9 north to Inverness. In addition they have failed to support and invest in the elctrification of the rail network north of the Forth.
Delivering for the people of Scotland? Not a chance, more like delivering for for an unnecessary tram line from quite near the Airport to a wasteland down near Leith.

#36. Good point. It's the same in the south. The A75 from Stranraer to the English border is in a disgraceful condition for such a major route.

Al Pacino,

The real issue here is that we clearly need a tram link to Fife. I'm confident one could be built at great cost and be finished late, causing huge disruption whilst being completed. If the government could promise that i'd have some faith in them.

Reality Cheque,

03/09/2009 18:41:51
35 - yes, the rail bridge is in the optimum position for a crossing. It's time we pulled down the rusting old heap of scrap and replaced it with a multimode bridge that can accomodate rail and road vehicles.
