Neither is Perth, Dunfermline or anywhere else that says "Welcome to the City of". The only official cities in Scotland are Glasgow, Edinburgh, Aberdeen, Dundee, Inverness and Stirling. God only knows why Inverness and Stirling were made cities given their low populations.
