Capital opportunity to impress Unesco

THE man from Japan taking in the highlights of the Edinburgh Fringe later this month may look at first glance like any other tourist.
However, Koichiro Matsuura, the top man from Unesco, the United Nations cultural body, wields considerable power and every effort will be made to ensure he leaves with a favourable impression of the city.

The director-general will be making his fi
rst visit to Scotland a month after it was revealed that an investigation was taking place into whether Edinburgh should lose its Unesco World Heritage status. Although Mr Matsuura's visit is not linked directly to the decision-making process, key figures in Edinburgh will be keen to make sure he leaves impressed.

During his high-profile three-day visit, Mr Matsuura will see Edinburgh's cultural treasures for himself, at the height of the Fringe. After his arrival on Monday, 18 August, he will be whisked away for a private dinner with the culture minister, Linda Fabiani.

The following day Mr Matsuura will embark on a walking tour of Edinburgh, before having lunch at the Royal Society of Edinburgh and then catching a Fringe show.

On 20 August he will visit New Lanark and the Antonine Wall, which was recently granted World Heritage status.

Joanne Orr, chief executive of Museums Galleries Scotland, who will accompany Mr Matsuura, confirmed the visit would play no official part in deciding whether Edinburgh should retain its World Heritage status.

She said: "That's not something he will get involved with in particular. It's the fact that he hasn't been and it's very important for Scotland.

"I explained to him that Edinburgh transforms at this time of year. We are just showing him what we are doing.

"This is a chance to showcase some of the work we have been doing in Scotland for Unesco."

However, she said it was important that Mr Matsuura forms a favourable view of the city. "I would hope it will give a positive impression," she said.

Meanwhile, a separate Unesco mission will visit Edinburgh towards the end of this year to evaluate its status as a World Heritage Site.

An official inquiry was launched in July amid concerns about the potential impact of Caltongate, a massive development in the Old Town, which has won planning approval despite about 1,800 objections.

About three Unesco representatives are expected to visit the city at the end of this year, but the director-general is not due to be part of that trip.

Is the Google street photo camera still in town?

I saw it for a second time last week in Straiton Place, Portobello.

When the Edinburgh street photos go on-line all people will see is roadworks - what an image to show the world.

I hope he enjoys his visit - but it has nothing to do with the UNESCO mission to investigate if the World Heritage Site of Edinburgh Old and New Towns should be considered for putting on the In Danger list.


'World Heritage

UNESCO seeks to encourage the identification, protection and preservation of cultural and natural heritage around the world considered to be of outstanding value to humanity. This is embodied in the 1972 Convention concerning the Protection of the World Cultural and Natural Heritage.


Background

The UK ratified the 1972 World Heritage Convention in 1984. To date, 184 countries have ratified the Convention.

By ratifying the Convention, the UK Government has agreed to:

identifying and nominating properties on their national territory to be considered for inscription on the World Heritage List

ensuring that a property is protected

ensuring that a management plan is produced and kept up to date

protecting the World Heritage values of the properties inscribed

providing periodical update to the World Heritage Committee on the state of the properties'


UNESCO considers that the Caltongate developemnt should have been notified to it, which it was not. UNESCO has in the past expressed concern at the rate and type of development taking place within the city. Of course, such concerns have not been heeded.

Even after the announcement of the fact-finding delegation, CEC sent letters to residents informing them that the listed buildings demolitions for Caltongate would begin soon.

The management plan seems to have been forgotten by two of its signatories, CEC and Historic Scotland. Still, it has been produced, so that's OK then.(Available to read on the EWH website.) The third party to that, Edinburgh World Heritage, seems to be ignored where planning matters affecting the WHS are concerned. Just this week, this paper reported that massive cuts to the funding of EWH have been announced by CEC

I certainly hope he gets a favourable impression of Edinburgh in spite of the litany of inadequacies listed by Charles Linskaill.

Perhaps Charles is too hard on his own city and should seek out and promote its good points rather than listing all his personal peeves for everyone on these threads to view.

We all have daily perturbances in the place in which we live and a consistently negative attitude cannot be good for one's health and peace of mind.

Charles, have you ever considered the glass to be half-full rather than half-empty? :))

Agreed, all the road works and scaffold are terrible at a time when tourism is meant to be booming and streets should be wide enough to accomodate these tourists!

However we do live in a 'World Heritage Site' so this is the reason why we are constantly having to fix stuff thats old...

So scafold to maintain our reputation which detracts from enjoyment of the city...sexy times.

But really one has to say 'whoopy doo' ! somebody from the UN with 'considerable power' coming to visit !? - what a load of gollocks ! The UN are quite possibly the most pathetic and pointless organization since - Sir Pathetic the pointless set up the pointless and pathetic society !

Branches of it still exist and can also be found in holyrood, westminster and councils throughout the land !

If he'd been here a week or so ago, he'd have seen a listed building being torn down to make way for the trams...

I wonder what impression that would have left him with.
