REGIONAL governors opposed to Bolivian President Evo Morales say they will participate in an August 10 recall vote that could force them from office.
Santa Cruz Governor Ruben Costas says the proposal is a "whim of the president" but that he and others pushing for greater autonomy would participate in the votes.
